All residents of Potsdam have the opportunity to participate in decisions regarding the budget of the state capital. They can make proposals, provide suggestions, and engage in discussions. Two alternating participation offers are available for this purpose.

The City Council is the highest decision-making body and thus represents the citizens. In the meetings, among other things, development plans and regulations are discussed and decided upon. The body offers the following services: council information system, public question time sowie Live-Stream / Video archive.

The urban development of Potsdam is primarily guided by land use planning. Land use plans include the land use plan (FNP) and the development plans (BPläne). The procedures for the preparation and amendment of land use plans are uniform nationwide. Public participation is an integral part of these procedures according to § 3 of the Building Code (Baugesetzbuch).

In the State Capital Potsdam, there are various advisory councils and boards established in accordance with the main statute and by resolution of the City Council to represent the interests that are of particular importance to the state capital. This includes the representation of the interests and concerns of various social groups.

Potsdam's bicycle traffic is to be further improved. To this end, the city is developing a new 'Bicycle Traffic Concept' Citizens were invited to participate and to formulate their own suggestions during workshops or online. Many interested individuals took advantage of this opportunity. A first draft of the new bicycle traffic concept is expected to be presented in the summer of 2025.
